Improving building emission rates across the Bottle Yard Studios

Overview

Tankhouses 1 & 2 were standalone industrial buildings consisting of metal cladded walls and a bitumen felt roof, forming 2 of 8 studios onsite at The Bottle Yard Studios. 

These buildings had the worst performing Building Emission rates of all buildings across the 7-acre site. Walls lacked insulation and Tankhouses 1 and 2 lacked roof and roller shutter doors. Heating was supplied via temporary installed diesel run boilers which were not only inefficient due to excessive heat loss, but also had incredibly heavy carbon outputs and were very expensive to run.

The measures to be installed through the project were: the insulation of the walls and repairs to the building fabric, the insulation of the roller doors, the installation of radiant heating and the installation of a new substation and high voltage connection to the grid. It was expected that carbon emission rates would reduce by approximately 90% after the improvement solutions as proposed in this application had been installed

The Challenge

This procurement had to be effectively delivered within a very short timescale due to pressure on the budget holders, a need to ensure facilities would be upgraded without impacting their income generation and ensuring that they were available for use by high profile customers. The works needed to be carried out whilst not impacting filming schedules. 

The original proposed route to market resulted in a 0 response. Market conditions at that time, due to the impact of COVID, meant that the supply chain for this type of work was completely overwhelmed with a backlog of work.  Organisations were seeing significant increase in raw material costs which meant budgets were being stretched even further. 

 

The Solution

V4 Services reviewed the clarification issues raised in the original failed Framework EOIs and utilised that data to run a compliant Open Tender with reduced timescales so as to not impact the required delivery deadline for completion. 

 

The Outcome

V4 Services procured a suitable Subcontract that was able to deliver on time and within budget.
