Our client wanted to set up a new integrated substance misuse service for adults, to include substance misuse, a resilience service, and alcohol services, to help to streamline referral pathways and reduce the potential for duplication.
The aim was to encompass three separate contracts, with two incumbent suppliers merged into a single contract with a sole provider.

We carried out a two-stage open procedure tender, providing dedicated project management support to the end-to-end procurement process.
Both a service-user and associate health/social care professionals were part of the evaluation panel, scoring tenders separately but then coming together for moderation led by V4 Services.
Digital/virtual offerings were included in the specification to ensure that this route to the service is not lost following COVID.
The client’s preferred procurement portal – CapitalEsourcing – was used for this project.
The new contract successfully incorporates adult substance misuse services, alcohol dependency services, and smoking cessation services into a single contract with a sole supplier.
The new contract was let compliantly within PCR 2015 legislation and processes.
Internal approvals to award the contract were sought and given, with successful/unsuccessful award letters issued, standstill period managed, and contracts signed.
