Regulatory findings identified non-compliant contracts requiring remediation.

There were limited fit-for-purpose specifications and constrained internal resource.

There is a broad and evolving programme with shifting priorities, with delays in stakeholder input and approvals impacting timelines.

There has been a need to ensure robust and defensible evaluation approaches for high-risk services.

Additional complexities including Section 20 consultation, TUPE and budget uncertainty.
