Bristol City Council - delivering energy saving measures to low-income, low EPC rated households
Overview
Our client, Bristol City Council, was successfully awarded funding from the Department of Business’ Energy and Industrial Strategy to deliver energy saving measures to low-income, low EPC rated households within Bristol and North Somerset under the Green Homes Grant – Local Authority Delivery Scheme Phase 1b.
Having developed the Bright Green Homes project, it required V4 Services (V4S) to run a procurement exercise for their solar PV contractor, who would be used to install solar PV systems and other energy saving measures to up to 175 owner occupier and private rented homes across Bristol and North Somerset.
The project aimed to fully fund measures for eligible homes up to the value of £10,000 per property.
The project was opened for applications and targeted marketing was in process. A pipeline of properties that met the eligibility criteria was to be built and, upon the signing of contracts, provided to the contractor for pre-installation technical surveys to take place.
Bristol City Council was to act as the managing agent on the resident’s behalf and would be the commissioner for the works, not the resident.
The Challenge
The Procurement had to be run, the contractor selected, and works carried out within a very tight timescale to comply with the conditions set out and to enable the client to draw down the Green Homes Grant – LAD funding.
The Solution
V4 Services (V4) carried out a review of the available route to market and submitted an options appraisal to the client, whilst supporting development of specifications and evaluation criteria to be procurement ready in as quick a timeframe as possible.
The Outcome
V4 procured a suitable subcontractor that was able to deliver the programme of works.
By working closely with the client, V4S provided supporting evidence justifying a potential unavoidable delay in the schedule of works that could impact the end delivery date - thus ensuring that the funding was not withdrawn.
Key Successes
In addition to the original program of work, due to working collaboratively with the project team, V4S were able to evidence that the procurement routes established would enable them to draw down and utilise additional funding that had become available, meeting the conditions of the funding and successfully delivering more energy saving measures across the area.
