Procurement Quality and Compliance Manager (MCIPS)

A Procurement professional with over 30 years’ experience across both public and private sectors, Jane has implemented numerous complex agreements & business improvement programs and has expertise in building strong relationships with clients to ensure that they receive consistent quality service that reflects their own objectives and strategies.

Jane has led the development and Implementation of start-up procurement teams and supported organisations in onboarding new supply chain providers and customers whilst building relationships internally and externally providing service delivery that is tailored to their requirements.

Paul specialises in Transformation, Major Projects, Built Environment and Regeneration 

Paul’s experience expands across both public and private sectors where he also leads on a range of major projects focused on regeneration, housing and transformation across the built environment; including the £250m GDV Perceval House Project in Ealing.

Recent projects include re-procuring the leisure operator for a local authority’s six leisure sites, options review of current inhouse leisure service with a view to transformation and implementing service improvements and savings.

As a skilled Leader in Community and Regeneration, he excels in relationship-building, and strategic focus, with a proven track record in complex procurement projects. Andrew is adept at fostering partnerships, optimising projects through strategic business case planning, and overseeing initiatives from inception to completion. His extensive knowledge in Housing and Asset Management positions him as a valuable problem solver and critical friend in the field.

Sam Christine

Consultant (MCIPS)

Samantha specialises in PCR procurement for Resources and People Services -with 14 years’ experience in procurement, working across a wide range of spend sectors including health & social care, corporate and blue light.

MCIPS qualified, she offers end-to-end procurement support including strategic sourcing, category planning and contract management.

Adam Jacobs

Executive Chairman

Adam Jacobs is founder and Executive Chairman of Bloom Procurement Services, and Executive Chairman of V4S. He is an entrepreneur with extensive professional services consulting and procurement experience. Over the last 20 years Adam has developed extensive senior level relationships across the UK public sector (Central Civil Government, MOD, NHS, local authorities) and major ‘government suppliers’. Adam has worked extensively across all parts of the UK public sector having established client experience with over 120 contracting authorities.

Amabel Grant

CEO

Amabel is CEO of the V4 UK Holdings Group. She joined the business in 2018 as CTO of Bloom, bringing with her a wealth of experience in both the public and private sectors. Her previous experience includes roles with the Office of Government Commerce, where she established the first pan public sector marketplace, as well as the Olympic Delivery Authority, where she implemented the sourcing platform through which the infrastructure and fit-out contracts for the London 2012 Olympics were procured.
